Yes. Foreign nationals can own freehold property in Dubai, meaning the land and the building with no time limit, in areas designated for foreign ownership. UAE and GCC nationals can own property anywhere in the emirate. This is set out in Law No. 7 of 2006 and Regulation No. 3 of 2006, as summarised in the Dubai Land Department’s investor guide. Gursaya checks that a property is freehold before you commit.
The main cost is the Dubai Land Department registration fee of 4% of the sale value. Unless the parties agree otherwise, it is shared equally between buyer and seller (DLD fee resolution). Smaller administrative and trustee-office fees apply, plus mortgage registration if you finance the purchase. Gursaya gives you a full cost breakdown before you make an offer.
It can. The ICP Golden Residency guide offers a 10-year, renewable residency to investors who own one or more UAE properties worth at least AED 2 million in total and registered in their name. Properties financed through an approved local bank count, and so do off-plan units worth AED 2 million or more bought from an approved developer. Health insurance is required. The criteria are set by the authorities and can change, so Gursaya checks them for your purchase before you apply.
Under Dubai Law No. 8 of 2007, a developer selling off-plan must open a separate escrow account for the project with a bank accredited by the Dubai Land Department. Buyers’ payments are deposited there and may only be used to build that project. RERA audits these accounts regularly, and off-plan sales must be entered in the DLD’s interim property register (DLD investor guide).
Yes. Gursaya Real Estate L.L.C. is a Dubai brokerage. Its founder, Begul Sonker, holds RERA broker card BRN 88645, valid until 23 September 2027 and covering sales and leasing brokerage. You can check the card on the Dubai Land Department’s licensed broker list.
For off-plan buyers, Gursaya advises on Emaar’s The Oasis and Grand Polo, DAMAC Islands, Nakheel’s Bay Estates and Palm Central on Palm Jebel Ali, and Sobha Central. For ready homes, it lists villas in Dubai Hills Estate and District One West and apartments in Downtown Dubai. It covers every budget, from affordable homes to luxury.
It depends on your goal. Off-plan usually means a lower entry price and payments spread over construction, but you wait for handover before you can live in it or rent it out. A ready home can be lived in or rented straight away, and you can see exactly what you are buying. Gursaya compares both against your budget, timeline and expected return before recommending either.
Gursaya is at Office 3410, Churchill Executive Tower, Business Bay, Dubai. You can call the office on +971 4 570 7954, call or WhatsApp +971 52 739 8551, or email admin@gursaya.com.
